The attention of industrial software is not high. Tackling key scientific and technological problems has become the main theme


Scientific and technological innovation rushed to the highland. In China, breaking through equipment manufacturing is still a key battle. However, there are obvious bottlenecks in high-end medical device products, core components and key technologies. National and international standards  
 



Representatives of Anta Group put forward suggestions on "national industrial strategy" and "development of ice and snow sports equipment". Establish a national technical standard system for ice and snow sports equipment to achieve the strategic goal of reaching 1 trillion yuan in the overall scale of ice and snow industry in 2025. National progress and industrial upgrading should not only "product going out", but also "brand going out" and "culture going out".

However, it is unreasonable to provide an international certification in the procurement process of many government projects. China can have its own manufacturing certification standards, even higher than international standards, without having to obtain international certification. Therefore, we need to create a fair market environment and promote Chinese standards and Chinese certification in the domestic market.


This proposal actually hit another weakness made in China. That is, standards, measurement and certification are actually closely linked. This is not the business of one or two manufacturers, nor is it the unilateral will of one country. Global standards circle requires enterprises to spend a lot of time on research and participation in order to really promote the internationalization of a national technical standard. In this regard, Japanese enterprises have a strong sense of participation. They are deeply aware of the long-term effects of international standards. Therefore, most of the international standards conferences are attended by chief engineer level figures. The standard circle is also a top diplomatic circle outside the manufacturing market competition.


In this regard, the state has attached great importance to it. The 14th five year plan proposes to "improve the national quality infrastructure, strengthen the system and capacity-building of standards, metrology and patents, and carry out in-depth quality improvement actions". Among them, standards have been closely related to quality. In his proposal, Huaneng representative responded to this point, that is, "speed up the construction of a third-party certification system in line with international standards, make good use of this international trade 'pass' and let made in China' go global '.". At present, the chairman of IEC, the most famous international organization, is held by the Chinese, as well as the previous chairman of international standard ISO. The head position has stopped. The activity of the following standards committees is also very important. We need to cherish this window opportunity. Standards are always the yardstick of manufacturing level. Only when manufacturing becomes stronger can we have enough say in the field of standards.


Core pain in the automotive industry


The automotive industry is facing great changes, so there are many proposals involving many aspects. Li Shufu of Geely Automobile Group put forward two suggestions around the goals of carbon peak and carbon neutralization, namely "industry standards adapt to electric vehicle railway transportation" and "legal barriers for electrification of freight cars". Jac also put forward the work of systematic research on "carbon peak and carbon neutralization" in the automotive industry and the introduction of carbon trading. Ningde times proposes to use electrochemical energy storage as a new national infrastructure.


The automobile industry chain, especially the electronic industry, has received extensive attention. SAIC representatives believe that it is necessary to improve the localization rate of vehicle specification chip and enhance the independent and controllable ability of domestic automobile supply chain. The first step is jointly promoted by host manufacturers and system suppliers to help chip enterprises first solve the localization problem of vehicle specification level chips with low technical threshold and improve their vehicle specification level localization system capability; The second step is mainly driven by chip suppliers to form an endogenous power mechanism for chip suppliers to solve the localization problem of vehicle specification chips with high technical threshold. Chang'an Automobile also has the same proposal. The proposal on promoting the industrialization of domestic chips and maintaining the safety of automobile supply chain points out that China has a low position in the global chip industry chain. The United States is the leader of chip technology and products, while China is the consumer of chips. However, at present, foreign manufacturers occupy most of the market share. In 2020, American, European and Japanese enterprises accounted for more than 90% of the automotive chip market share. In contrast, in China, although the automobile main chip company has been recognized by some main engine manufacturers after several years of vigorous investment and development, its market share is still less than 5%.


GAC and Chery have similar proposals to increase precise support for the automotive electronics industry chain and clarify the development goal of vehicle chip localization rate.


Relevant proposals from the Internet community


Tencent has always been a proposal activist of the two sessions, bringing six suggestions this time. What is most relevant to industry is carbon neutralization. It is suggested to focus on overcoming low-carbon technologies such as energy Internet, carbon capture, utilization and storage technology (CCUs). In the relevant proposal of "promoting the establishment of national standards for new energy vehicle batteries", it is suggested to introduce national mandatory standards for power batteries, and take power station replacement as the focus of new infrastructure. 360 Group believes that the intelligent Internet connected vehicle is like a "big mobile phone" on four wheels, which urgently needs network collision test.


Lenovo Group seems to be most concerned about strengthening the construction of computing infrastructure. It is also given that computing power is closely related to economic growth. For every 1 percentage point increase in the computing power index, the digital economy and GDP will increase by 3.3 ‰ and 1.8 ‰ respectively.


Among them, it seems that Xiaomi is very serious in promoting the development of intelligent manufacturing. The representative of Xiaomi said that intelligent manufacturing has become a breakthrough for bigger, stronger and better made in China and created in China.
