Industrial cluster is the most typical phenomenon of regional economy. Like a string of pearl necklaces in the local economy, it is also a very old economic position. This industrial feature based on geographical distance has become the most typical agglomeration form of county economy in China. However, traditional industrial clusters are left over from congenital development and are basically formed spontaneously. In the new pattern of high-quality development, just like children's teeth, secondary shaping needs to be carried out with the help of external forces. For cities like Gansu that lack resources and manpower, we need to be more careful.

In 2019, the agricultural industrialization office of Gansu Province announced the list of the tenth batch of key leading enterprises of agricultural industrialization in Gansu Province, and identified 131 enterprises. It is suggested that Gansu analyze these enterprises in detail, merge similar items, and then find out the key nodes, local acupuncture and moxibustion, and use digital nodes to open up the whole value chain. At the same time, the linkage mechanism of primary, secondary and tertiary industries should be realized.

Fourth, take logistics as the center and activate local resources. Jiangxi Nankang is a solid wood home city, but there is no wood here. It relies on Ganzhou dry port approved by the central government to transport wood and furniture. With many local carpenters in those years, they made something out of nothing and developed into an industry. In a poor area, the employment of hundreds of thousands of people radiated out, which is really a great manufacturing. This is closely related to activating logistics. Memphis Airport and Zhengzhou airport have played a similar role.

From a practical point of view, in the specific practice of the cultivation and development of industrial clusters, we should take expert knowledge, human resources and reverse thinking as important means to boost industry, establish a new thinking of "industrial cluster is a high-level production relationship" and reshape the vitality of industrial clusters.

In terms of the cultivation of industrial clusters in Gansu, it is suggested to focus on the following five aspects in the initial operation stage:

First, extend the external brain and vigorously tap local resources. For example, the Ministry of agriculture and rural areas issued the announcement on the list of advantageous and characteristic industrial clusters in 2020. Among the 50 industrial clusters, Gansu sweet meat sheep industrial cluster was listed. We can invite sages from all sides to open their brains, think about the possible layout with the ultimate goal of mutton sheep industrial cluster, and then strengthen the key points and breakpoints in the industrial chain.

Second, organize cadres from the Commission of industry and information technology, the national development and Reform Commission and the Department of science and technology, as well as leading industrial enterprises, to learn from local industrial clusters and update their thinking;

Third, establish a think tank Advisory Group, follow up for a long time, hold regular meetings, and make suggestions and comments on the current work.

Fourth, the government established a special "Gansu industrial cluster upgrading office" to promote the development of industrial clusters in the city with industrial clusters as the theme.

Fifth, establish a "high-quality development advisory committee", form a "new quality base" with counterparts such as universities and colleges, improve the industrial thinking of enterprises through curriculum training, consultation and landing, and reverse the shortage of funds and resources through thinking combat effectiveness.
